This is an aggregate national dataset. Source data were received from all or some of the BLM state offices of Alaska, Arizona, California, Colorado, Eastern States, Idaho, Montana, Nevada, New Mexico, Oregon/Washington, Utah, and Wyoming.

Feature Class for BLM Wild Horse and Burro Herd Areas. Herd Areas were designated in 1971 as places where wild horses and/or burros were found during the initial flights in 1971. Federal lands identified in 1971 but not managed for wild horses and burros are called Herd Areas. As additional surveys were done and data gathered, it was determined that some of these lands were privately owned or otherwise not suitable for long-term management of wild horses and/or burros. Herd Areas were carried forward in land use plans and determinations were made as to whether or not to manage animals on these federal lands. Federal lands identified in 1971 but managed for wild horses and burros are called Herd Management Areas. In Herd Management Areas, specific laws and regulations pertaining to the management of wild horses and burros are applied. The Bureau uses the term Herd Management Area; the Forest Service uses the term Wild Horse Territory. All Herd Management Areas need to be contained within an originally designated Herd Area. Management status can change based on changing conditions. The BLM Historical Wild Horse and Burro Herd Management Area polygon feature class remains empty until a change occurs to any of the BLM Wild Horse and Burro Herd Management Area polygons. When changes occur to a BLM Wild Horse and Burro Herd Management Area polygon, the original herd management area is moved to this historical polygon feature class. The resulting polygons are no longer active and are stored in this feature class for historical reference. The BLM Historical Wild Horse and Burro Herd Management Area features are a result of the BLM Wild Horse and Burro Herd Management Area polygons being permanently changed as a result of a business need.
This dataset defines the boundaries for Wild Horse and Burro (WHB) Herd Areas (designated in The Wild Free-Roaming Horse and Burro Act of 1971 as areas that wild horses and burros appeared to be inhabiting) and Herd Management Areas (Congressionally designated area of land to which specific laws and regulations pertaining to the management of wild horses and burros are applied).

Using the Schema Workbook, GIS staff at BLM field and state offices cross-walk and clean up their data to comply with the standardized national dataset. Then, the BLM field and/or state offices submit the data to the National Operations Center (NOC), where it is compiled to produce seamless national datasets. This process of data replication to the National Operations Center is intended to occur on a monthly basis.

Attribute accuracy was tested by validating attribute coded values against accepted domain values, checking that alpha-numeric values followed a valid format, and checking that numeric values were greater than zero.

Each source dataset is run through a series of tests to verify that the data complies with the format specified in the Data Standard. ERRORS AND INCONSISTENCIES MAY STILL BE PRESENT IN THE DATA. These tests were conducted using ESRI ArcMap 10.1. The tests consisted of checking coded values for attributes against a domain of accepted values, checking that alpha-numeric values followed a valid format, and checking that numeric values were greater than zero. For the geometry, the topology was validated; however overlaps and gaps can still be found.
