Description:
Abstract: The purpose of this dataset is to fulfill the public and Government’s need to know which agency is managing Federal land in a given area. For example, there may be a need to know what agency is managing a certain tract of land for the purpose of paying permit fees, obtaining licenses, or becoming informed about current laws, regulations, and restrictions governing access to and use of the land. This dataset serves as a tool to determine and illustrate the boundaries of a particular Federal agency’s “managing” area and to quantify these areas in terms of geographic acreage. These data are public information and may be used by various organizations, agencies, units of government (i.e., Federal, state, county, and city), and other entities. The geographic acreages contained in this dataset are not derived from legal documents associated with title documents or survey records. Rather, they are computed by mathematical programs and are described in detail in the supplemental section of the definition document referenced at the end of this section. The data can be used for small scale (1:24,000 and smaller) analysis and cartographic products. SMA was originally derived from the land dataset produced by the Arizona State Land Dept (ASLD), and the Arizona Land Resource Information System (ALRIS). The land dataset was initiated in 1984 and updated in the spring of 1988 by the State Land Department Forestry Division and ALRIS. The data was then projected into ARC/INFO format and edited using the procedures from the ASLD Land Status Map Digitizing Procedure guide. The land dataset covers the entire State of Arizona and includes surface management, public land survey system (PLSS) provided by the Department of Transportation (ADOT), and county and state boundaries.
Purpose: This Bureau of Land Management (BLM) surface management agency (SMA) feature class depicts information related to surface management jurisdiction for the state of Arizona.

Attribute accuracy was tested by validating attribute coded values against accepted domain values, checking that alpha-numeric values followed a valid format, and checking that numeric values were greater than zero.
Logical Consistency Report: Foundational to this data is the expectation that it topologically aligns where possible and appropriate with the official published version of Bureau of Land Management (BLM) Public Land Survey System (PLSS) Cadastral National Spatial Data Infrastructure (CAD NSDI) geospatial information system (GIS) Data. Please note: Business requirements for wildland fire perimeters require that fire perimeter polygons and the associated metadata arc must be allowed to overlap. For this reason, the “Must Not Overlap” topology rule is not implemented in this dataset.

Horizontal Positional Accuracy Report: Horizontal accuracy is +/- 100 ft. Although this data is work in progress, its spatial accuracy can be found from the reliability and/or the error in X, Y coordinates contained in the Public Land Survey System (PLSS) points feature class. This represents the best estimate of spatial accuracy on a point-by-point basis.

Process Description: Each BLM Administrative State provided a copy of their Surface Management Agency data to the BLM National Operating Center (NOC). The state datasets were processed and a unique ID (SMA ID) was associated to the combination of land designation, management department and management agency. The states’ datasets were then combined into a single National Surface Management Agency geodatabase. Each state also received a copy of the post-processing SMA dataset which now has the SMA IDs associated. Each state is expected to maintain the associated SMA ID to each record in their datasets going forward. Datasets were also collected from the Forest Service, Bureau of Indian Affairs, National Parks Service, US Fish and Wildlife and National Land Conservation Service to provide information on non-BLM managed lands.

Process Description: Boundaries of features coincident with the boundaries of the 2011 GCDB representation of PLSS were adjusted to snap to the current CadNSDI representation of PLSS, last published in 2023. Quality control (QC) edits were made on boundaries not coincident with PLSS boundaries to increase spatial accuracy. Additional QC edits will continue to be executed to further improve the spatial accuracy of the feature class.

Process Description: The state land ownership portion of the land coverage is updated by the Arizona State Land Dept (ASLD) along with surface parcels coverage. All changes to the surface parcels are performed by ASLD's Computer Aided Design (CAD) department. Changes are then given to the geospatial information system (GIS) department in a DXF file on a township level basis. Through a series of automation markup language files (AMLs) and editing procedures, the changes in a drawing exchange format (DXF) file are incorporated into surface parcels and land coverages. Changes in federal agencies are done primarily through the Bureau of Land Management (BLM) using a customized AML-based application of ArcInfo. BLM incorporates its changes as well as others such as the Forest Service, Bureau of Reclamation, Fish & Wildlife Service, National Park Service, etc.

Process Description: A data conflation was performed on the AZ SMA feature class by a third party contractor (Premier Data Services). Conflation was conducted with use of Cadastral National Spatial Data Infrastructure (CadNSDI). Adjustment of the ownership data was achieved through a point in polygon join between BLM's geographic coordinate data base (GCDB) polygon geometries and the BLM AZ surface ownership feature class. Non-GCDB based linework was generated from the original ownership data. One to one quality control was performed to ensure that the adjustment methods produced an accurate representation of the original ownership layer. Discrepancies between source data were noted in the "Review" field of the SMA feature class so that these areas can be revisited by the data steward.

Process Description: In 2011, the BLM contracted with Premier Data Services, Inc to conflate the SMA with the latest and more accurate PLSS know as the Cadastral National Spatial Data Infrastructure (CadNSDI) which is the most accurate PLSS available. This procedure has greatly improved the spatial accuracy of the SMA data. For purposes of simplicity, the BLM has also reduced the complexity of the data set by only including relevant surface management information.
