The WHB Program manages BLM land designated as Herd Areas (HA) and HMAs as well as the horses, burros, and mules that roam on BLM land. These animals are considered cultural resources by law; therefore, the BLM must manage the animals that roam as a resource. The WHB Program also manages the data and tracks the animals on some land managed by other agencies under agreements with those agencies (e.g. Forest Service Herd Territories). Animal management includes monitoring the wild herds and their habitat, as well as removing some of the animals from the wild, caring for them, and finding responsible owners for them through adoptions and sales. All HMAs need to be contained within an originally designated Herd Area (HA). Management status can change based on changing conditions. Specific laws and regulations pertaining to the management of wild horses and burros are applied. The BLM uses the term Herd Management Area; the Forest Service uses the term Wild Horse Territory. This represents the best estimate of spatial accuracy on a point-by-point basis. Please contact the GIS Manager for additional information on provenance, history, accuracy and quality of Arizona's state datasets. This data is in the process of being topologically aligned with Arizona's Public Land Survey System (PLSS). Attribute accuracy was tested by validating attribute coded values against accepted domain values, checking that alpha-numeric values followed a valid format, and checking that numeric values were greater than zero. Foundational to this data is the expectation that it topologically aligns where possible and appropriate with the official published version of BLM Public Land Survey System (PLSS) Cadastral National Spatial Data Infrastructure (CAD NSDI) GIS Data. ERRORS AND INCONSISTENCIES MAY STILL BE PRESENT IN THE DATA. Dataset is considered in-progress for the information presented. Maintenance will be performed as needed. The original boundary record for the Black Mountain HMA was updated to match the footprint as it is depicted within the Kingman Field Office Resource Management Plan (1995), which includes lands within the Lake Mead National Recreation Area.
