Management status can change based on changing conditions.\n\nThe WHB Program manages BLM land designated as HAs and HMAs as well as the horses, burros, and mules that roam on BLM land. These animals are considered cultural resources by law; therefore, the BLM must manage the animals that roam as a resource. The WHB Program also manages the data and tracks the animals on some land managed by other agencies under agreements with those agencies (e.g. Forest Service Herd Territories). Animal management includes monitoring the wild herds and their habitat, as well as removing some of the animals from the wild, caring for them, and finding responsible owners for them through adoptions and sales.\n\nThis polygon feature class represents the spatial extent and boundaries for Bureau of Land Management (BLM) Wild Horse and Burro (WHB) Herd Area (HA) polygons. The BLM WHB HAs have been designated by The Wild Free-Roaming Horse and Burro Act of 1971 as areas that wild horses and burros appeared to be inhabiting.\n\nThese areas were designated in 1971 as the result of wild horses and/or burros being found during initial flights of them that same year. As additional surveys were done and data gathered, it was determined that some of these lands and animals were actually on private lands and/or were private animals. \n\nAreas with private animals that were \"claimed\" during the claiming period were not carried forward as Herd Areas.
