Management status can change based on changing conditions. The WHB Program manages BLM land designated as HAs and HMAs as well as the horses, burros, and mules that roam on BLM land. These animals are considered cultural resources by law; therefore, the BLM must manage the animals that roam as a resource. The WHB Program also manages the data and tracks the animals on some land managed by other agencies under agreements with those agencies (e.g. Forest Service Herd Territories). Animal management includes monitoring the wild herds and their habitat, as well as removing some of the animals from the wild, caring for them, and finding responsible owners for them through adoptions and sales. This polygon feature class represents the spatial extent and boundaries for Bureau of Land Management (BLM) Wild Horse and Burro (WHB) Herd Area (HA) polygons. The BLM WHB HAs have been designated by The Wild Free-Roaming Horse and Burro Act of 1971 as areas that wild horses and burros appeared to be inhabiting. These areas were designated in 1971 as the result of wild horses and/or burros being found during initial flights of them that same year. As additional surveys were done and data gathered, it was determined that some of these lands and animals were actually on private lands and/or were private animals. Areas with private animals that were "claimed" during the claiming period were not carried forward as Herd Areas. Herd Areas were carried forward in land use plans and determinations were made as to whether or not to manage animals on these federal lands. This polygon feature class shows the boundaries for AZ Bureau of Land Management (BLM) Wild Horse and Burro (WHB) Herd Areas (HAs). This represents the best estimate of spatial accuracy on a point-by-point basis. Please contact the GIS Manager for additional information on provenance, history, accuracy and quality of Arizona's state datasets. The accuracy of attributes in this dataset reflects that of the source datasets. Attribute accuracy was tested by validating attribute coded values against accepted domain values, checking that alpha-numeric values followed a valid format, and checking that numeric values were greater than zero. The logical consistency of this dataset reflects that of the source datasets. Each source dataset is run through a series of tests to verify that the data complies with the format specified in the Data Standard. ERRORS AND INCONSISTENCIES MAY STILL BE PRESENT IN THE DATA. These tests were conducted using ESRI ArcMap 10.7. The tests consisted of checking coded values for attributes against a domain of accepted values, checking that alpha-numeric values followed a valid format, and checking that numeric values were greater than zero. For the geometry, the topology was validated; however overlaps and gaps can still be found. Dataset is considered in-progress for the information presented. Maintenance will be performed as needed.. The original boundary record for the Black Mountain HMA was updated to match the footprint as it is depicted within the Kingman Field Office Resource Management Plan (1995), which includes lands within the Lake Mead National Recreation Area.
