The data standard Implementation Guidelines appear to suggest that points apply to sites (e.g., Water-Based Site), while polygons apply to areas (e.g., Recreation Management Area). It seems that virtually any site, whether a toilet, an info center, or a day use site, could theoretically be depicted as a polygon. Furthermore, the data standard appears to conflate the matter by using both site AND area specific themes and types to describe point features.
