Admininstrative boundary arcs must be covered by the boundaries of the polygons and the polygon boundaries must be covered by the arcs. Polygons must not overlap each other. Four BLM District offices are located in Idaho and all should be accounted for. The district office boundaries should be coincident to the CAD NSDI in most places. No tests were performed, but the data was vertically integrated to CAD NSDI. This is a National Operations Center (NOC) national dataset. This dataset is designed to be spatially and schematically consistent with surrounding state's data to permit the aggregation into a single seamless dataset. This dataset is being compared with the surrounding states to identify border inconsistencies. There is a continuous ongoing effort to identify and resolve these issues. They will be resolved as soon as they are identified and adjoining state's Data Stewards can meet to discuss and agree on a mutual resolution. It should be noted that these are state maintained datasets and may upon aggregation exhibit slightly differing spatial characteristics depending on the originating state's GIS techniques and the techniques used in the NOC aggregation process. processor August-September 2003: The BLM Idaho District Boundaries found on the corporate data drive was copied and used as a base for the new organizational refinement (OR) boundaries. See above process steps to understand where that data came from. Many changes were instructed to be made regarding the FY 2004 organization refinement. The Coeur d'Alene District Manager was the BLM manager approving the data changes for the 2,500,000 maps being made. Spatial edits: 1. The existing Owyhee FO was divided into two FOs, with the dividing line being the border between the Owyhee RMP and the Bruneau MFP. 2. The southern boundary of the existing Four Rivers FO was altered so that the entire Birds of Prey NCA is within the Four Rivers FO. To do this, the southern edge of the Four Rivers FO now follows the southern edge of the BOP boundary. However, there is one island polygon in the BOP NCA, south of the main BOP area, that was also deemed part of Four Rivers, although it is physically separate from the main Four Rivers FO polygon. (Note: the Birds of Prey boundary coverage on the BLM Idaho corporate drive was used as a snapping layer as the new boundary was digitized, but there may not be an exact match. This boundary must be reviewed.) 3. After the changes 1 and 2 (above), the extreme northern boundary between the (new) Bruneau FO and Jarbidge FO was altered so that a chunk of what used to be part of Jarbidge is cut off and brought into Bruneau, following a line specified on a pagesize paper map by the Jarbidge Field Office GIS Technician, dated 8/8/03 (and referencing an ArcMap project. 4. The Shoshone FO was altered so that the entire Craters of the Moon National Monument is completely within the Shoshone FO. (Note: the Craters of the Moon boundary coverage on the BLM Idaho corporate drive was used as a snapping layer as the new boundary was digitized, but there may not be an exact match. This boundary must be reviewed.) As a result, the Idaho Falls and Burley Field Offices have lost ground. 5. One remaining mystery is whether the boundary between the Malad Field Station and the rest of Pocatello FO still exists and if it should be in the new organizational refinement data set. I was told to remove it, but I have a feeling that the decision was made for mapping purposes only and the actual alteration of the data was misunderstood. Note: This decision still needs to be made, and the Malad FS boundary must be added back in if needed! Attribute edits: After the spatial edits, the fields indicating District Codes, Field Office Codes, Acreage, and Square Miles were removed. This is only temporary until new decisions area made. The "office codes" need information about the new Twin Falls district office code. Are the other existing district codes still correct? The "measurement" fields (acres and sq. miles) were not valid anymore so they were removed. The fields can be easily added and repopulated when the information is known. Also when the official data "type" is decided (coverage, shapefile, feature class/feature dataset in a PGDB, etc.) However, the fields that are there now are attributed correctly with the approved official district and field office names. The shapefile of this data set was converted to a UTM11 NAD83 coverage, and also reprojected to UTM12 NAD83, for distribution to the GIS Coordinators on 3/9/04. processor June 2, 2004: The Upper Snake River District and Lower Snake River District GIS staff reviewed this coverage and submitted their modifications back to the Idaho State Office as this coverage. The district GIS staff created much finer, more accurate boundaries where needed. The geography in this coverage has been blessed by District Management. When the coverage was delivered back to the Idaho State Office, the ISO GIS staff added polygon attributes consistent with the previous district office boundary coverage, with the exception of removing the "Field_station" field, as there aren't any field station polygons. There are some arc attributes in the .aat that the ISO did not create and does not know the history. This coverage is getting updated metadata and then will be passed on to the Supervisor Geographic Sciences Section and the Branch Chief for further management approval. processor Spatial Edits (Sept 10, 2004 - a USRD recommended change) Upper Snake reported an error in the boundary in Sec(s) 13,14,15,16,19,20,21 of Township 5 N, Range 24 E. The new boundary line was moved to the top of Sec(s)13,14,15,16, between 16 and 17 and on the bottom of 17,18, and between 19 and 24 (Township 5N, Range 23 E). This line change was to make the boundary consistent with the MTPs. The line that was inserted was taken from the Resouce Base Data, 24,000, Land DLG data. This is the USGS DLG data. The new line failed to snap to the original Eastern line and so the node was moved slightly over the existing line and was then removed in the subsequent Arc Clean process. processor November 12, 2004 Spatial Edits As per an email dated 10/13/04 from the Boise District GIS Staff, there needed to be some changes along the border between the Owyhee and Four River Field Offices. The email reads: "It was discovered that there was private land along the Snake River was not included in the new FRFO boundary. The intent of the new Four Rivers boundary was to include ALL of the existing Birds of Prey (both north and south of the Snake River) as well as all of the other land north of the Snake." The Boise District staff changed their District feature class. Upon inspection, ISO discovered that the Boise District's boundary between Owyhee and Bruneau was slightly different than the one ISO had. It was finer and appeared to be of better quality. ISO copied the Boise District feature class and exported it into a coverage. The current statewide District coverage arcs between the Four Rivers, Owyhee, and Bruneau field offices were replaced with the arcs from the Boise District feature class/coverage. processor August 2005 Spatial Edits in Four Rivers/Bruneau FO (Boise District) In August 2005 ISO received an email from BD that the ISO corp drive BLM admin boundary coverage had an error in it regarding what is known as the "Bruneau Arm" between Four Rivers and the Bruneau Field Offices. After a discussion, the edit was made by: copying the BD's feature class of their boundaries from blm_admin  geodatabase, converting that fc to a coverage, and using workstation ArcInfo ArcEdit replacing the incorrect ISO boundary arc with the correct boundary arc from the BD coverage. The area affected is the four townships of 5 and 6 south, 5 and 6 E. GIS acres field recalc'd. processor May 2006 Spatial Edits It was noticed that the Boise District's BLM admin bou dataset had a more refined/accurate line between the Bruneau FO (BD) and the Jarbidge FO (TFD). To replace this boundary in the ISO corp admin bou dataset, the UTM 11 ISO corp admin coverage was converted to pgdb features class thusly: the coverage label points was turned into a point fc, and the coverage polys were turned into arc fc. The edits were made to the arc fc by replacing the arc between those two FO with an arc from the Boise District fc. The "New Polygon Feature Class from Lines" option in a feature dataset created a new poly fc using the arc fc as the boundaries and the point fc as the poly attributes. The "new" boundary polygon fc was calculated with new acres, and it was still UTM 11 NAD 83. processor July 20-21, 2006 Prepping the feature class to move to the SDE database: After the polygon fc was approved by the GIS Coordinators, the polygon fc was projected to IDTM NAD83. A line fc was created from the polygons using the "Polygon to Line" tool in the Features toolset in the Data Management toolbox. To retain attributes that were in the .aat arc table in the "old" boundary coverage, two fields were added to the new line fc and the arc attributes were manually updated, additionally attributes applicable to the August 2005 and May 2006 edits. A topology was set up between the arcs and poly fcs. New acreage was calculated for the polygon fc. Metadata updated. Note: the BLM admin coverages on the ISO corp drive will be archived and replaced with two shapefiles (one of Field Offices and one dissolved to be Districts).
