As of mid-August 2018 all national data standard datsets are replicated to the NOC on the first Friday of each month. Upon arrival these data are subjected to an automated QA/QC designed to provide checks on attribute accuracy, logical consistency, and data completeness in the context of national data standard requirements. These tests include but are not limited to cross-referencing attributes against accepted domain coded values, identifying blanks and nulls, ensuring that alpha-numeric values follow supported formats, verifying that numeric values exceed zero, and confirming that related or concatenated fields comprise the correct elements. Since NOC QA/QC is capable of only certain checks, ensuring comprehensive attribute accuracy depends on the vigilance of individual data managers. Despite vigorous efforts at maintaining high data quality standards, errors of commission may still exist. Please contact the Idaho distributor for additional information on provenance, history, accuracy and quality of the data. Although the monthly NOC QA/QC is well-suited to detecting Boolean-type errors (e.g., true/false; present/absent; match/mismatch), ensuring comprehensive logical consistency depends on individual data managers. Following implementation of LUPA v3.0, the relationship class key field (LUP_ID) was found to be characterized by duplicates in both the polygon feature class and related Land Use Planning Table (see LUPA feature dataset FGDC metadata Process Step for more info). This metadata element is intended to provide an explanation of horizontal coordinate measurement accuracy, as well as providing descriptions of any tests used in evaluating accuracy. The original LUPA Version 2.0 served as the source of any v3.0 geometry. At the time of this comment, an archival copy of LUPA v2.0 was not available to inform these questions. This object represents the primary polygon feature class (lupa_poly). The polygon feature class is related to the Land Use Planning table (lupa_lup_tbl). The lupa_lup_tbl is subsequently related to two additional tables: (i) the Phase Table (lupa_lup_phase_tbl), and (ii) the Evaluation Results Table (lupa_lup_eval_tbl). The polygon feature class serves to house the chief land use plan geometry, as well as some basic attribution. The lupa_lup_tbl serves as an extension of lupa_poly by parsing the primary plans into their respective cycles (i.e., original plan and subsequent amendments, if applicable) and by providing additional attribution. The workaround for this unconventional configuration is to create a copy of lup_poly for each unique planning status (e.g., 3 copies if the dataset contains LUPs in Existing, Historic, and In-Progress statuses).
