The purpose of the BLM ID Ground Transportation Linear Features (GTLF) is to provide a standardized transportation information for use in BLM programs and analysis. The ground transportation linear features gathered, inventoried, analyzed and recorded in a Travel Management Plan (TMP). The TMP analyzes transportation options and incorporates public participation to assist in determining travel routes, modes of travel, season of use on selected and surrounding BLM managed lands. The BLM ID only maintains only GTLF routes that have been recorded in a TMP. All other data is considered Non-BLM authoritive, administered and maintained transportation data and is provided only as spatial and tabular reference material. The BLM ID GTLF contains external routes that provides connectivity to BLM managed lands. The purpose for collecting and maintaining an Idaho state-wide route connectivity is to provide a broad overview of the transportation network for properly focused analysis or inventory purposes and to provide connectivity between BLM managed routes and the broader transportation networks. A linear feature for ground transportation includes roads, primitive roads, primitive routes, trails, temporary routes, and linear disturbances. This layer defines BLM Ground Transportation Linear Features within Idaho. The Ground Transportation Linear Feature (GTLF) data standard provides a National Geospatial data standard of the ground transportation linear features. A national BLM GTLF data standard is essential for collecting the landscape-scale data necessary to identify management opportunities and challenges that may not be evident when managing smaller land areas. GTLF data not only serve the crucial function of improving BLM transportation planning, but is also invaluable to numerous other BLM programs affected by transportation (e.g. water and air quality, wildlife habitat fragmentation, engineering, realty, cultural resources. The attributes that are there are believed to be accurate for the intended purposed of the representative feature. The attributes are only as accurate as the source layers. Started with an empty schema designed to match the Idaho BLMs Travel/Transportation Management standard. I cross walked all the source data into BLMs standard. Next, with the Idaho state Roads data that was created in 2007 I started deleting/clipping/cutting/edge matching the old data and replacing with newer TMPs, Inventories, County roads and State Roads. Because this dataset was comprised of several datasets and different schemas there are several blank and null fields. The attributes that are there are believed to be accurate for the intended purposed of the representative feature. So for the best and most accurate attributes go to the source data. Also because most of this data is preliminary and not ground trothed, it represents linear features but not a set of formally designated roads, primitive roads and trails. All features for this dataset that have not gone through a formal Travel Management Plan process are Linear Features. processor The data was prepared for its first release to the NOC replication process. The following processes were completed. 1. All road names were converted to proper case. 2. The .strip() command was run to eliminate all space padding and trailing in the road names. 3. Some changes were made including "Usfs" > "USFS", "Us Highway" > "US Highway". 4. Prefixes were made consistent, "Rd." > "Rd". 5. Some upper/lower case combinations were not clearly understood and not changed. 6. The Idaho scenic byways were coded into the data where they cross BLM managed lands. Not all Idaho Scenic or Historic byways were coded into the data. The definition of the byways was obtained from the State of Idaho pamphlet describing the paths of the byways, they may or may not be accurate. Idaho BLM has only two Scenic Byways, and they are coded in the data. They are the Owyhee Uplands and the Lewis and Clark byways. 7. A portion of the Mud Flat road that is in Oregon was brought back into the line feature class to provide the entire length of the road and Uplands Byway. This is to retain consistency for the data. 8. Some roads had to be split to accommodate for the byway designation. 9. The metadata was revised to include a statement clearly defining what is and what is not BLM GTLF data. 10. All BLM roads that have been through a TMP, had all <NULL> or missing entries "" populated with the default domain value if there existed a domain for the column. Where a column entry existed, they were not changed. Where the road had no name and was blank or <NULL>, "Unknown" was entered for the road name. 11. All three FLTP roads were identified, these include Huckleberry, Egin and Milner. The two short roads for Huckleberry were added to this GTLF feature class. 12. All "Unknown" coded 'FLTP Status' entries were changed to "No". 13. The GIS Miles were recalculated using Calculate Geometry in the IDTM projection. 14. The roads were clipped by SMA = BLM lands. The BLM Miles were calculated from this clip using the IDTM projection. All non BLM managed lands intersecting roads or <NULL> values were calculated to "0" (Zero). 15. The validate feature check was run and all errors were corrected, there are at this point no domain entry errors for the "BLM" and "TMP..." roads. At this time there are 11488 records that meet the "BLM" and "TMP..." criteria out of 250,000 + road entries. 16. The topology check was run and the obvious errors were resolved. These consisted of spurious lines that more than likely came from GPS. Those vertexes were deleted and the road alignment remained the same. There still exist some errors including single part errors and overlapping errors along with other types of errors. 17. In some places, there were very tiny gaps in the line work, when found the two vertexes were joined to remove the gap. Numerous gaps still exist. 18. There still remain many small topological errors, these will take time to correct. In some cases there are two entries for a single road that overlap each other because one road is Highway 20 and the other road is Highway 26. The following selection criteria are used to identify those roads that Idaho BLM is taking responsibility for in this feature class. All other roads are included as background material only. processor Wilson Creek Transportation network TMP - Wilson This dataset represents the designated trails of the Chinese Peak/Blackrock Canyon trail system in the Bureau of Land Management's (BLM) Pocatello Field Office (PFO) area. It was derived from Global Positioning System (GPS) trail inventory data that was merged, cleaned up, and then edited using the 2004 National Agricultural Imagery Program (NAIP) image for Bannock County. Information about the trail system was also obtained from the Pocatello Field Office Supervisory Natural Resource Specialist overseeing the Recreation Program. TMP - Blackrock This data set portrays roads in the BLM Cottonwood Filed Office Administrative area. The data set was produced by harvesting, projecting, merging, and normalizing attributes of individual roads layers produced by federal, local and tribal governments in Idaho. Cottonwood Road Inventory This road and trail dataset contains features for the majority* of Owyhee County, Idaho, to be used by Idaho BLM staff during the travel management planning efforts for the Omnibus Public Land Management Act of 2009 (often referred to as "OMA"). This dataset started from the BLM's best-available 24,000-scale roads data within Owyhee County, and then all road features collected via GPS units by the OMA field team between 2009-2011 were incorporated. *As of November 15, 2012, known omissions of road data include: 1. areas in the northern portion of Owyhee County where the Wilson and Murphy Travel Management Plans have already been performed; 2. roads that once went into wilderness areas and are not now cherry-stemmed roads; 3. the portion of Owyhee County that falls within the BLM Jarbidge Field Office; 4. the minor roads within the Duck Valley Indian Reservation; 5. "administrative roads" within the wilderness areas. This dataset was last edited in November 2012. Owyhee Roads Inventory This dataset represents the Final Decision for the Challis travel management plan. These are roads, primitive roads, and trails within the Challis field office planning boundary. The features in this dataset include features that cross through BLM, Private, and State lands for mapping/navigational purposes. However, only features on BLM lands were analyzed throughout the travel planning process. TMP - Challis Murphy Transportation network TMP - Murphy This data was developed to provide a spatial layer of Roads and trail of the USFS for the GTLF. USFS Inventory Base roads for the "skeleton" of the route system. See the Resource Base Data roads coverages for complete metadata of this source information. T-Plan data provided by the state engineering, it included Facility Asset Management System (FAMS) information. FAMS T-Plan 2003-01-01 publication BLM State Office originator publication date 2003-01-01 This dataset is the BLM Pocatello Field Office Bear Lake Travel Management Plan (2012). The data represents the final decision record of designated motorized routes on BLM-managed land within Bear Lake County. The majority of the data was collected during the 2010 field season using Global Positioning System (GPS) technology. Some other roads/trails were either copied from existing GIS data or heads-up digitized using aerial imagery as a base reference. TMP - Bear Lake This dataset represents the BLM Pocatello Field Office Soda Hills Travel Mangement Plan. This is the result of a National Environmental Policy Act (NEPA) planning process that included public scoping, drafting alternatives, a public comment and protest period, and issuance of a final decison. This dataset depicts the designated motorized routes in the Soda Hills area of the BLM Pocatello Field Office. The majority of the data were collected using Global Positioning System (GPS) technology. Some routes were copied from existing transportation data. TMP - Soda Hills This data set shows all the roads found in the BLM Birds of Prey area during a Road inventory using USGS roads data in DLG format. The IDARNG orcharch Training Area Impact Area is excluded. The USGS source information varies from 1970 to 2001. Roads existing on USGS Quads as well as all new roads found during the inventory that could be driven with a 2 wheel drive truck were coded using a Geo3 Trimble GPS Unit. This Data Set is the same as All_83_RDS_111504 but it has been clipped to the Birds of Prey Boundary. Current to September 2008. Current to September 2008. NCA Roads Inventory This layer shows the local highway system in the State of Idaho. This system consists of rights of way, owned and maintained by local public jurisdictions, open for public travel, and for which the local juridictions receive funds from the state through the Idaho Transportion Department. Local public jurisdictions include counties and highway districts. This system does not include streets or roads within the limits of incorporated cities. Idaho State Data The primary purpose of this roads inventory performed by North Wind, Inc. was to verify the existence or non-existence of roads and trails presently on the BLM Salmon Field Office roads GIS data set, add features found on the ground but missing from the data set to the data set, and update specific attributes about the road/trail width, surface, use level, vehicle use, maintenance, and the data source of this information. In doing such, to facilitate the speed of data collection, only point data was collected in the field using a GPS unit. Any updating or improving the geometry of the features in this roads data set was an added bonus, as current feature attributes were the primary reason for this work. A secondary purpose of the North Wind work was to process the data set (post field work) to produce a topologically correct data set. The project was completed at the 1:24,000 scale with the intention of using the layer for spatial representation for the travel planning process. The layer will then be used for different mapping needs to pass along the roads to the public and for planning within the Salmon Field Office. TMP - North Salmon Road Condition Assessment - is GPS data collected in the summer of 2002-present, provides geometry and attribute data for BLM roads. RCA Data Geometry This dataset serves as a statewide roads layer for Idaho. It is made up of a combination of three different roads datasets: the Idaho BLM Resource Base Data road features, the Idaho Transportation Department road features, and ESRI StreetMap road features. The data represents the final decision record of designated motorized routes on BLM-managed land within this area. The majority of the data was collected during the 2011/2012 field season using Global Positioning System (GPS) technology. Some other roads/trails were either copied from existing GIS data or heads-up digitized using aerial imagery as a base reference.
