Extract the WETS data from edit database (WETS_ACTIVITY, WETS_ARC, WETS_COST, WETS_POINT, and WETS_POLY) into a working file geodatabase. Join the WETS_ACTIVITY table to the WETS_ARC, WETS_POINT, and WETS_POLY feature classes using the ACT_ID field. Use Select to create three new feature classes of the joined data. The joined ARCS feature class is dissolved to a single part then again as a multi-part feature class to create WETS_PUB_ARC. The POLY and POINTS joined feature classes are dissolved as a Multi-part feature classes creating WETS_PUB_ POLY and WETS_PUB_ POINT. These newly created feature class are appended to the publication data templates in VCTR. The WETS_COST table is just appended to the publication data template in VCTR.

The dissolved single part ARCS feature class is turned into points using FeaturetoPoint tool. The joined POINTS layer is dissolved into single-part features.
