<stepDesc>The Hydrography Publication production process begins with NHD data as the source for base geometry, route system, and feature attributes. Linear event tables are queried and prepared for event overlay. Species-specific fish are processed to bring most recent events forward where overlapping events occur. All the event tables are combined through the process of event overlay to bring all attributes in to one event table. The combined event table is coupled with the NHD route system to write out segments of stream geometry for each unique combination of attributes. Feature-level metadata information is derived/calculated from NHD metadata and source citation tables. Hydrographic category is derived from NHD Fcodes. One of the last steps of the publication process is to remove features, based on the reach code, from the Hydrography Publication Dataset that appear in the Hydrography delete feature classes (HYD_FLOWLINE_DEL, HYD_POINT_DEL, HYD_POLY_DEL). Then new or modified features in the add feature classes (HYD_FLOWLINE, HYD_POINT, HYD_POLY) are appended to the Hydro Publication Dataset. For individual subbasin files, a topology is then built to show overlapping segments.</stepDesc>

While the periodicity of a stream is determined by the dominant or the most representative features within a reach, the distinction between perennial, intermittent, and ephemeral channels is often dependent on a wide range of temporal and spatial scales. Ephemeral and intermittent streams are common in the semiarid landscapes of eastern Oregon and have distinctly different characteristics from the perennial streams that are found in the wetter, more humid climate of western Oregon. While the stream flow definitions provided above give a broad understanding of these terms, relevant terminology within local Resource Management Plans should be consulted. Application of local management plans ensures that stream periodicity attribution is in alignment with land use allocations and overall management direction.
In the Oregon Forest Practices Act, a key distinction between perennial and intermittent streams is that the former is defined as a stream that normally has summer surface flow after July 15, whereas the latter is defined as a stream that normally does not have summer surface flow after July 15. Although the stream survey date in itself won’t affect a stream’s periodicity, it can influence the surveyor who may or may not be able to key in on the biologic and/or geomorphic stream flow indicators used to determine the flow status of streams, which are often inconspicuous and may not be well defined at all locations or may not be evident at all times.</attrdef>
