snippet: The Inventory Observation Points feature class shall be representative of those locations that are used to support the analysis of scenic quality. An Inventory Observation Point (IOP) is determined and used as part of the Visual Resource Inventory process where land use planning-level evaluations of current scenic quality are completed. For the Visual Resource Inventory, an evaluation of the scenic quality of an area should be done from viewpoints that are most representative of the area being inventoried. These locations may coincide with important viewpoints along a route (road, river, trail, flyway); at a stationary location (viewpoints, campgrounds, or some other location that is similar to the remainder of the scenic quality rating unit); or along the boundary of an adjacent parcel (national park, wilderness area). An IOP may reside either within or outside of the rating unit being inventoried. An IOP is primarily intended to serve as a typical, holistic representation of the area being evaluated for scenic quality. At least one observation should be taken for each scenic quality rating unit, and the information taken at the IOP(s) forms the basis of the Scenic Quality Rating Score that is assigned to each Scenic Quality Rating Unit.
