Service Description: The BLM OR Easements and Right-of-Way Map Service is primarily intended for depicting the ROWs and Easements on maps and represents a portion of the total encumbrance data category that includes information about entities, rights, and restrictions relating to the use of Federal public land or to the use of non-Federal land by the Federal and public entities within Oregon and Washington. For a complete description of the data, consult the Easements and Rights-of-Way Spatial Data Standard at: https://gis.blm.gov/ORDownload/DataStandards/ESMTROW_DATA_STANDARD_v1.2.pdf. This map service does not have scale dependencies.

Layers: Description: The BLM OR Easements and Rights-of-Way Map Service is created from esmtrow_web.gdb/esmtrow_pub_arc and esmtrow_pub_poly. This data is primarily intended for depicting the ROWs and Easements on maps and represents a portion of the total encumbrance data category that includes information about entities, rights, and restrictions relating to the use of Federal public land or to the use of non-Federal land by the Federal and public entities within Oregon and Washington. This dataset includes both linear and area entities. The ESMTROW that are linear in nature may be roads or power lines. They have associated widths that define the extent of the assigned right, creating a corridor area. The associated width can be used to buffer the linear feature to create a polygon area. Area entities include these linear buffer features as well as ESMTROW described by land status aliquot parcels. All BLM planning and management actions must identify any encumbrances on the land. Existing ROWs and Easements are intersected with other resources to determine impact and/or feasibility of the proposed action. Other usage of the data may be to indicate the rights and restrictions that relate to the use of federal public land or to the use of non-federal land by the federal and public entities. Example uses might be construction or simply crossing the land.
