Description: This feature class contains polygons for Greater Sage-Grouse (GRSG) Areas of Critical Environmental Concern (ACECs) in the proposed management area in Wyoming. Area of Critical of Environmental Concern (ACEC) are special management areas designated by BLM to protect significant historic, cultural, or scenic values; fish and wildlife resources; natural process or systems; and/or natural hazards that: Have more than locally significant qualities which give it special worth, consequence, meaning, distinctiveness, or cause for concern, especially compared to any similar resource; Have qualities or circumstances that make it fragile, sensitive, rare, irreplaceable, exemplary, unique, endangered, threatened, or vulnerable to adverse change; Has been recognized as warranting protection in order to satisfy national priority concerns or to carry out the mandates of Federal Land Management and Practices Act (FLMPA); Has qualities which warrant highlighting in order to satisfy public or management concerns about safety and public welfare; And/or poses a significant threat to human life and safety or to property. In addition, there is new ACEC Interim Guidance, titled Clarification and Interim Guidance for Consideration of Areas of Critical Environmental Concern Designations in Resource Management Plans and Amendments. This new guidance highlights the need for evaluation of relevant values contributing to landscape intactness, climate resiliency, habitat connectivity, and opportunities for conservation or restoration within ACECs. For this EIS/RMP, there is an underlining assumption that managing to protect GRSG would be compatible with other designated and overlapping ACECs managed to protect other relevant and important values. Guidance in BLM Manual 1613, Areas of Critical Environmental Concern, informs that the public has an opportunity to submit nominations or recommendations for areas to be considered for ACEC designations. Nominations may be made at any time and must receive a preliminary evaluation to determine whether they meet relevance and importance criteria and warrant further consideration. Within a specific planning process, the BLM solicits requests for nominations with the Notice of Intent and then analyzes any nomination for any relevance and importance criteria. Any ACECs that meet at least one relevance criteria and at least one importance criteria must be brought forward for consideration in at least one alternative. Original source description: Six ACEC nominations were received for Wyoming. For each of the nominations, a standardized Relevance and Importance (R&I) evaluation was completed considering the following data: Greater sage-grouse (GRSG) breeding density estimates (Doherty et al. 2016); Current high integrity sagebrush habitat (Doherty et al. 2022); Near future (2030-2060) high integrity sagebrush habitat (Doherty et al. 2022); GRSG high probability of lek persistence (Wann et al. 2023); Genetic connectivity (Oyler McCance et al. 2022, Cross et al. 2023); Invasive annual grass cover ≥10% (RCMAP data layers; Rigge et al. 2021a and b); Conifer cover ≥5% (RCMAP data layers; Rigge et al. 2021a and b); Sagebrush canopy cover ≥2.5% (NE WY) and ≥5% (SW WY) (RCMAP data layers; Rigge et al. 2021a and b); Active well locations (WOGCC data); and National Agriculture Imagery Program (NAIP) aerial imagery (2019). For ACEC nominations that crossed state boundaries (1 between WY and MT; 1 between WY and CO; and 1 between WY and UT), R&I evaluations and decisions were made jointly with biologists from the other affected State. Four of the 6 nominations received by Wyoming met R&I and were considered in this planning effort.
