Areas of BLM land are evaluated for wilderness characteristics based on size, naturalness and outstanding opportunities for solitude and primitive and unconfined recreation. For each linear transportation disturbance, a decision is made whether it is considered a boundary road (e.g., meets the wilderness road definition and forms the edge of a unit) or an interior motorized or non-motorized linear transportation feature.
