Description: The Realty data standard is a spatial representation of the Mineral & Land Records System (MLRS) app. A right of way (ROW) authorization allows the holder to occupy, use, or traverse public lands granted for the purposes listed in Title V of Federal Lands Policy Management Act (FLPMA), the Mineral Leasing Act (MLA), and pre-FLPMA statutes. ROW data will assist in land use planning, scoping of proposed projects, granting of ROWs, and monitoring ROWS and unauthorized uses. It will also be used to maintain records regarding ROWs.
There are 4 important locations for ROW: 1) the aliquot parts for the right of way (Legal Land Description (LLD); 2) the authorized area and center line; 3) the ‘as built’ (completed facility); and 4) the surface disturbances caused by the ROW construction. Other locations will be needed in the future, to include photographs of the facilities and surface disturbances, and the location of ancillary facilities that are part of the same case number.
